Ho’s rise transformed the island from a commercial backwater into the “Las Vegas of Asia.” As his fortune swelled, he expanded beyond Macao, building residential and office buildings in Hong Kong. 全国人大会议通过关于拟定涉港国家安全法的决议，并承诺提振经济。

会议的最后一项议题，是国务院总理李克强所作的政府工作报告，全国人大表决通过了关于这一报告的决议。

报告首次未设定GDP增长目标。

李克强表示，中国不需要大规模的经济刺激，否则会形成泡沫。

但他认为，经济增长仍然重要，“特殊时期要有特殊的政策”，因此流动性还会增加。

经济政策将聚焦于就业保障、小微企业生存等六大重点问题。

全国人大还投票通过了中国第一部民法典，法典覆盖广泛，包括加强财产权保护等内容。

民法典将自2021年1月1日起施行。

这是国家主席习近平推进法律制度改革的重要基础。
